INVOICE_STRIPE_DRAFT_FAILED
503upstreamStripe would not create the draft invoice.
Cause
The upstream Stripe call failed before anything billable existed (a draft with no line items is never charged and never sent).
How to fix it
Retry with backoff. If Stripe is degraded, the monthly run redrives automatically.
